Koutei Penguin 1gou (皇帝(こうてい)ペンギン1(ごう), Kōtei Pengin Ichigō, lit. Emperor Penguin No. 1) is a shoot hissatsu technique.

Koutei Penguin 1gou is a forbidden technique of Teikoku Gakuen, created by Kageyama Reiji. It first appears in episode 37 when Teikoku strikes back. If this technique is used two times or more, the user may not be able to move again due to the body not being able to handle the pressure and the bones and the muscles in the user's body will be able to break. It was used by Sakuma Jirou during the match of Shin Teikoku Gakuen versus Raimon

The user whistles and five red penguins appear behind him. The penguins fly and bite the user's leg, while the ball glows red. When the user shoots, the penguins peck the ball and follow it.

  • This hissatsu causes a great recoil damage on the user. Thus, its effect is similar to Penguin The Hand's, as the user gets damaged after use. Furthermore, red penguins, which are present on the two hissatsu, are the origin of that recoil.
  • Koutei Penguin X is a perfected version of this hissatsu, having greater power and virtually eliminating damage to the user.
  • This hissatsu was almost used once again in Volume 9 of the manga series against The Empire but Kidou Yuuto managed to stop Sakuma from using that hissatsu for the last time.
